Providing Energy Access When It's Needed Most
The Civic Works Community Resiliency Hub will utilize solar and battery systems to ensure our community can access essential resources when the electrical grid is down.
What is a Community Resiliency Hub?
Community Resiliency Hubs provide essential resources and community support during times of crisis. Each Hub is led by a community-based non-profit organization, in partnership with the City of Baltimore and other community organizations, leaders, and volunteers in the neighborhood where the hub is located. There are 17 Community Resiliency Hubs total in Baltimore City. Civic Works’ Community Resiliency Hub program will have solar power and battery back-up capabilities.
Community Resiliency Hub Goals
- Strengthen community organizations to provide services and vital resources during a hazard event.
- Help communities prepare for, respond to, and recover from disasters in a more collaborative way by providing focused support, investment, and resource delivery.
- Improve relations and build trust between the city and community.
- Provide a safe space for highly vulnerable residents that is supported by the city.
Where will the Community Resiliency Hub be located?

Belair-Edison is a neighborhood in Northeast Baltimore City. It is located along Harford and Belair Roads, above Sinclair Lane, bounded on its eastern and northern side by Herring Run Park. See image below:
What will the Community Resiliency Hub provide?
The Community Resiliency Hub will be powered by emergency electricity when the electrical grid is down. This is accomplished through a solar canopy and battery bank system located in the east parking lot of Civic Works. The Community Resiliency Hub solar canopy and battery bank will power:
- 3 Refrigerators for temperature- sensitive medicine and baby formula
- 2 Microwaves
- 1 Coffee maker
- Heating / Cooling Unit
- Cellphone / computer charging station for 30 devices
- Lighting for the hub and 2 bathrooms.
When will the Resiliency Hub be open?
The installation of the solar canopy, battery bank system as well as the hub will be constructed in the third and 4th quarter of 2023. The goal is to have the Resiliency Hub operating in 2025.

As we get closer to completing the installation of the Community Resiliency Hub, we will be reaching out to the local community to identify and talk with key organizations and people who would be willing to volunteer and provide their support to the Resiliency Hub during an emergency.
